That takes care of the punctuality and accountability of each staff member. Apart from that I would encourage the staff to have the outlook express set-up at every nurse station. Apart from these tools, morally, I can be flexible regarding the shift timings and leaves department.

In ward and every bed I would install the computer screens so that nurses and doctors can update the vital statistics and advices directly on the screen. Every visiting consultant can also put their suggestions about the care of the patient. I would also put forward systems for cleansing and discipline of the hospital staff and premises. With professional HR team, I would make the hiring process scrutinized to the level that only the dedicated staff joins the team. Even after the joining, constant training and employee engagement programs, I would keep the staff motivated and updated.
