Emergency medical services are the agent health services dedicated in providing out of hospital acute medical attentions. EMS may also be referred to as paramedic services, emergency squad, rescue squad, or even first aid squad. The main goal actually for emergency medical services is to provide urgent medical care to those in need. Furthermore, EMS can in some jurisdiction be used handle technical rescue such as extrication, search rescue and water rescue. The training and qualification of employees in EMS greatly vary from one location to the other location in the world.
According to (Dunn, 2008) EMS is an intricate system and every component of this system has an essential role to perform as part of the seamless and coordinated system of emergency medical care. An EMS comprises all the following components: agencies and organization both private and public, transportation and communication networks, trauma system, rehabilitation facilities, highly trained professionals, government stakeholder, medical personnel, volunteers and an informed public. They are various service providers of EMS including; government ambulances which operate separately, but alongside the police and fire services this ambulances are mostly found with local, provincial government. In most developed national like in the USA this government ambulances are part of the national health system.
Another provider of EMS are the fire and police linked services, in fact, in many nations like Germany, Japan and France most of the ambulance is operated by the police service and locally for services. This mostly happens in the rural areas where separating the services would result in incurred cost through hiring other personnel’s. Voluntary EMS is also countable among service providers (Fort, 2005). In some countries, charities and nonprofit companies do operate ambulances and also offer patient transport service. Furthermore, there are also private or community owned fire companies who volunteer to provide these services.
Private ambulances also provide EMS occasionally, especially when the other organs are busy on operations or when they are called upon. In most cases, they offer non –urgent patient transportation services. Depending on their contract they may also offer first aid services such as providing bandages. Combined emergency are full service emergency agencies and are usually found in places like universities, colleges and airports. The key feature to these services is that their personnel’s are more profession who to not only in ambulances but also as peace officer/police function and as fire fighters (Fort, 2005). EMS personnel’s are unique health care professions in that they provide medical care and transportation in ad out of hospital setting with medical oversight. EMS personnel’s are not actually independent and they are often supervised as well as backed up other health bodies and the government. As EMS personnel one is required to able to exercise considerate judgment, problem solving and more so decision making skills.
EMS are organizations that entirely depend on emergency calls and respond to the emergency immediately. In most communities in the world, the 9-1-1 call line is preserved for emergency end one a call is received the appropriate EMS resource is dispatched. In most cases, EMS are local functions and are organized in a variety of ways depending with locations and services. Good examples of a common model are municipal government, fire bridges or a contracted service with private entities. The personnel involved in emergency medical systems can also be classified in some various categories which include; those trained to higher levels that tend to be paid (either full time or part time) and those trained to lower levels that tend to be in most case volunteers or partially paid (Fort, 2005).
EMS delivers care as a measure of a system intended to attenuate the mortality and morbidity which are usually associated with unexpected illnesses or injuries. However, for an EMS to be effective it must be linked to other community health resources and also be integrated in the health care system (Dunn, 2008). EMS is one of the most expensive health services provided to people. It complication is as a result of the cost of transportation and medical paramedics which may involve even airlifting. Since the governments of many nations may not be able to provide all the necessary resources during an emergency private stakeholder have to be involved able to provide better facilitation in providing the agent medical care. This actually ends up increasing the cost of this operation (Fort, 2005).
According to(Redondo, 2009) due to various trainings among personnel involve in the emergency medical systems like driver, emergency medical responders, emergency medical technician including the most advanced and the paramedic involved, EMF budget allocation and financial management is monitored by the government. Most of the workers in public EMS are direct government hires and are maintained like any other civil servants. Most nations allocate often more finances to this emergency departments, since emergencies cannot be predicted and require early and proper preparations.
In conclusion, the emergency medical services are guided by the principle of first aid which preserves life, inhibits further injury as well as promote recovery. The EMF is focused on its vision of promoting excellence through district-wide regulation and promotes healthy communities more so, providing value added information for emergency preparedness and public health. The emergency department also has an obligation to certify and inspect ambulances for proper equipment and drug control.
