Introduction
The September 11 incident and the subsequent events have led to substantial increases and enhancements in private, commercial, and federal/state expenditures on strategies against terrorist activities. In addition, there has been a consistent propagation of anti-terrorism programs for fighting the impending menace (Lum, Kennedy, & Sherley, 2006).
