Administrative Decentralization

Administrative decentralization refers to the breaking down of power from a national government to the local levels. The lessons focused on problems that arose from a central government. A central government had many tasks to undertake in its daily operations. Through the tasks, member of the committee took the opportunity to use public funds for personal interests. Corruption becomes a major problem for the government resulting in the under development of the nation at large. Bribery increases in such case since everyone wants a short cut through processes. The best products or services are left out in favor of the corrupt officials decisions and rules enacting a depreciation in the value as a country.
Breaking down the services in an administrative government ensures that there is a fair judgment across the various units. Having a distributed system ensures very citizen gets the required resources, services, and attention from the people in power. Corruption gradually decreases since the local governments can monitor the Department of funds and services to the people. Development increases in such areas as the revenue collected channels to rightful sectors. Revenue collection increases because the local governments can account for all the business registered. Through decentralization, a country stands to benefit greatly from the decentralization. However, decentralization has it flaws like continuation of corrupt ways but through harsh laws, the government has a chance to fight back.

Decentralization and Service Delivery

The lesson focused on how decentralization works, its flaws, and merits. The main reason for studying decentralization is to have a closer look at how to communicate with an accountable service provider. The second reason is to look at the countries that did not achieve good results from decentralizing. Decentralization motivates a country to provide better services to its citizens. In areas like the Soviet Union, decentralization brought about political and economic transformation. In Latin America, decentralization came to save the people from ethical conflicts around the region.
How a government spends does not relate to the quality of service. Several factors make it impossible to achieve expected results. Corruption is the biggest enemy to development because it encourages self-centeredness. Overspending of governments due to the failure of strategies leads to waste of public money. The third reason is aligning of responsibilities between the national and local governments. The indifferences create hate among each government.
The introduction of decentralization can come to effect through sectors. For instance, Egypt can start the in sectors not involved in national threats. From there it can gradually expand to the others using a selective approach. In other countries, decentralization comes to be through force for example in Soviet Union, which was a fail in the end because of poor planning. For decentralization to work, qualified personnel ought to take over the work.
There are a number of instruments used for decentralization. The first instrument is fiscal. In it, people can debate on resource allocation, responsibilities, autonomy, and generation of resources, financing, and modalities of sharing the benefits. The second instrument is establishing the local government or administrative. In it, the people can work for capacity building, implementation, regulation and focusing on functions of the system.
