In chapter 14, 15 and 16 Geuras and Garofalo examine a number of important topics relating to ethics and leadership. The first topic to be addressed is ethical decision making in hybridization and outsourcing. According to the book, ethical dilemmas must arise when government business mixes with private businesses. This is mainly because individuals working in private institutions may face the moral dilemma on whether to be a moral agent or to increase company profits.
