The inert and granular materials like sand and gravel constitutes the valuable, aggregate resource of Sault Ste. Marie, Ontario. They are the important ingredients of concrete serving as reinforcement to the overall composite material of the concrete. As a result, this extensive resource of this area constitutes the major raw material in Ontario's road-building and construction industries. There are areas with aggregate deposits capable of supporting large-scale development and areas of tertiary significance that would be useful for local needs. Extraction of aggregate in the rest of the municipalities in the project area is administered under the Mining Act. The level of extractive activity is variable, depending on the number of construction projects in the area. Some operators produce large stockpiles of processed aggregate products during the summer season using portable crushing and screening plants. A few other pits have operating asphalt or concrete plants.
The sand and gravel deposit of the Sault Ste. Marie area are the product of glacial processes which took place during the Wisconsinan Stage of the Pleistocene Epoch. The most important aggregate-bearing deposits found in this area include glaciolacustrine beach terraces, outwash and ice-contact deposits. The largest deposit, containing the best quality aggregate, is the glaciofluvial-glaciolacustrine deltaic complex flanking the GrosCap escarpment in the City of Sault Ste. Marie. The Sault Ste. Marie area has significant resources of high quality sand and gravel suitable for a wide range of road-building and construction aggregate. The remaining aggregate reserves should be sufficient to meet local needs for a considerable period of time.
Many operators of sand and gravel in Sault Ste. Marie, Ontario sell most of their products within their own territory. The sand and gravel are used in the Northern Ontario with the goal of rehabilitation to end uses such as the forest production, infrastructure, wild life habitat, land and water based public recreational uses and so on. However, operators are more interested in selling sand and gravel in the Southern Ontario, taking advantage of the great opportunity of densely populated cities. Most of the urban areas, infrastructures like major roads and institutions are more in Southern Ontario as compared to Northern Ontario. The total population of the region is more than thirteen times of that in Northern Ontario. This shows that infrastructure construction and other development activities that require sand and gravel are assumed to be more in Southern Ontario. Being a city, more and more of such activities emerge there very often giving more prospects for the aggregate operators.
There is a need of repair or replacement of roads, buildings, and bridges that have been made decades back. The perpetual demand includes use of sand and gravel for building, perfecting and maintaining the public roads with their rough texture and retaining them as waterproof, making them strong enough to take the wear and tear of traffic. The roads are also kept smooth enough in order to reduce the wearing of vehicles preventing the undue strain. Hence, the operators of sand and gravel take advantage of this scope and sell them in the same location. 
Transportation distances and costs are a significant part of the dynamics that define the use of construction aggregate within a region. The contractor is, however, concerned with the cost associated with transportation. The amount of material that the operators makes available is based in part on a calculation that compares the relative costs of delivering and paying a tipping fee. Although site location dynamics are similar in all areas of the United States, local conditions will vary as material sources and markets change. But, they are more or less conducive in Ontario that leads to the sale of aggregate in there.
The increased costs for trucks, labour costs for driving, loading and unloading, fuel expenses, wages, and other purposes like maintenance, registrations and license fees come under the transportation costs. The costs increases with tonnage and are more for the greater distances that take more time to reach. The operators try to avoid these escalated costs of transferability of sand and gravel to other places, by selling them in the same locations. Moreover, the trucking fleets are comparatively less in number and discounts are not applicable to them, which prevents the sand and gravel operators from selling the aggregate in distant areas but only in the Southern Ontario. The selling of the aggregate in the nearby locations make it easy for any organisation or government to carry out the development activities without facing any shortage for the same and without needing to pay more from the faraway places.
Another factor is that the operations and business in sand and gravel business are largely regional in scale with many family owned firms. There is importance to these individuals and their history, who know the geography and environment of the region than any multinational company involved in the same business. This also prompts the operators to sell the resource in their own locations or nearby locations that is in and around Ontario, in order to meet the demands of its local markets while covering its expenses.
