A tri-border is a geographical area wherein the borders of three countries or state meet. In South America, a tri-border exists between the countries of Paraguay, Argentina and Brazil at the Parana River (Folch, 2012). The famous landmark of the region is the Iguassu Falls which lies in the Argentina-Brazil border.
The region’s surrounding area has many benefits for terrorist’s activities. One of the countries in TBA, Paraguay, has low tariffs, free trade zones, and weak enforcement of customs which is desirable for doing business. Legal and illegal businesses benefits to these rules. Piracy, smuggling, and money laundering are some of the illegal trades happening in TBA. These types of illegal activities can support purchase of high-powered artillery and other equipment used in terrorism (Folsch, 2012).
According to Jorisch (2011), Hezbollah is perhaps the most active terrorist group in TBA. A U.S. Congressional report have confirmed that the group has been gaining a huge amount of money from illegal activities. It is also included in the report that the 1992 attack on Israeli Embassy and the 1994 attack on the city’s main Jewish community center was planned and financed in TBA.
Brazil and Argentina have acted upon the terrorist situation. They have passed resolutions and laws that criminalized terrorism in their respective area. Paraguay has not acted upon the issue. Financial sector should also be look upon too. Major money flow and transactions should be monitored by the government and look for discrepancies (Jorisch, 2011).
U.S. made their presence by military doing medical and humanitarian assistance in TBA, specifically in Paraguay. It is clear that they want peace but their presence may not look good to others. They may likely attract criticism even if the reason of their activities is for the good of the people of TBA.
