Project Deliverables and Specifications
Westchester Medical Center, the organization in charge in this case, aims to find a supplier for all the hospital bed and other hospital tool needs. Considering this main objective, the entire project can be divided into two major components, the first one being the hospital bed provision component and the second one the hospital tools provision component. The Westchester Medical Center, being a tertiary medical institution, would most likely require different hospital bed designs. Some of the most common types of beds are Manual, Semi-Electric, Full-Electric, Bariatric, Orthopedic, and Surgical Beds. There are of course other more types of custom-made hospital beds but these are the ones most commonly used in hospitals. The main goal of the Hill-Rom in this case would be to meet the changing hospital bed and tools demand of Westchester Medical Center. It goes without saying that the hospital bed and tools that will be procured and supplied by the organization must be durable and made by a reputable supplier.
The main objective for Westchester Medical Center is to procure the necessary hospital beds and tools for its various departments. Hill-Rom is one of the best suppliers that the organization can work with to complete its objectives. Steps in procurement include the identification of need, supplier identification, supplier communication, negotiation, supplier liaison, logistics management, and additional steps and tender notification and approval. In this case, it appears that Westchester Medical Center is already in the third step. Below is a table that outlines the timeline for the remaining procurement steps with their respective target dates.
All in all, the entire project is expected to be completed within a period of five months. If there is going to be one most crucial part of the project, that would be the supplier liaison phase because it is in that phase where Hill-Rom would allow the hospital to test its products and raise any potential issues or problems so that they may be addressed prior to the delivery of the products. The maximum bid that the Westchester Medical Center must allow per hospital bed is currently at
The vendor’s proposal must contain the following to be considered as one of the potential suppliers for Westchester Medical Center’s hospital bed procurement project:
Breakdown of the cost for each type of hospital bed
Breakdown of the specifications of each type of hospital bed
Breakdown of the certifications and licenses that each type of hospital bed has, if any.
A detailed list of the ordering and billing procedures required to process the procurement deal
A discount proposal for bulk orders as in this case
A written contract for the hospital bed’s warranty outlining the duration and the things that would be under the product warranty, if any.
Request for References
The following lists the reference information requirement for the potential hospital bed suppliers:
A brief description about their organization including the types of products they sell, and certifications and awards they have received from regulatory bodies, if any.
Types of clients they have dealt with and they know they can deal with.
A list of at least five of their past clients’ contact information
Proposal Delivery Instructions and Contact Information
The proposal should be addressed to the procurement project’s manager. One copy of every proposal is enough because it would be the procurement project manager who will review the proposals and choose the supplier. The proposal must be delivered via mail in a formal letter format.
Proposal Evaluation Timeline
The following table describes the vendor selection process and timeline. It is important to know that this table is similar to the entire project’s timeline. This means that all supplier candidates’ proposal would be evaluated and tested simultaneously because the Westchester Medical Center would not be able to afford to review and test their proposals individually one at a time.
So, suppose, there are four supplier candidates; based on the table above, it would mean that the negotiation for all those four supplier candidates must be finished within just four weeks. And ultimately, a supplier must be chosen within the span of five months.
