Transformational leaders believe that professional learning communities share the following beliefs: (a) Collaborative work should involve inquiry and problem solving during daily teaching practices, (b) Professional development is effective when it is collegial and collaborative, and (c) Staff development is critical to improve student learning. Professional learning communities bring transformational leaders and teachers together to participate in learning assessments, curriculum study, and collaborative planning (Severage, 2008).
