The Panoptican essentially means a view by all. It is a means through which the state exercises power over the lives of people. The state regulates human relations by means of surveillance. In the olden days it was used to deal with prisoners. The prisoners were placed in some place where they could be viewed yet they could not see any other person in the cells.
