Outcome Goal: Ensure that schools in Kisangwe Valley have a community library center with the latest edition of books and offer the latest brand of technology
Process Goal: Measure the impact of access to the latest edition of books and latest technology on student performance
The qualitative aspect of the current program will be measured in terms of the students’ perception of their level of performance since the implementation of the current program. The quantitative aspect of the program will arise when the instructors will quantify the academic performances of the students since the implementation of the current program (Gudda, 2011).
Researchers will conduct questionnaires in person and record the responses of the participants.
Researchers will collect data by watching, listening and documenting the actions of participants. The researchers will ask questions and take notes on the comments and reactions of the students (Geever, 2012).
Researchers will heavily rely on the students’ academic performance to assess the effectiveness of the new program.
Evaluation enables the project manager to assess an ongoing project systematically and objectively. Evaluation determines the relevance and fulfillment of the objectives of the project. It also determines the sustainability, effectiveness, and impact of the project. Thus, evaluation informs the development of a program by offering useful and credible information that enables the project manager use the lesson learned to make decisions. Evaluation is a continuous process that helps the project manager or program manager to create greater benefit to stakeholders by offering evidence on why initiatives either work or fail. I am supporting evaluation and evaluative thinking in my program for various reasons. First, evaluation promotes improvement and shared learning. Second, it supports the understanding of the roles of the various stakeholders in the development of the project. It also promotes the appreciation of diverse perspectives in defining the success or failure of the project (Thomas, 2014).
Evaluation is an important mechanism of promoting the accountability and management of performance of the current project. Even though some parts of the current project assess risks and manage the operations of the program, evaluation contributes to the current program by assessing its results. Evaluation informs the development of the current program by questioning the ‘what,’ ‘why,’ and ‘how’ of development processes (Geever, 2012). The project manager will use the results of the evaluation process to prepare various reports that can be used during decision-making. For example, the current program has a website through which the project manager posts the reports to increase transparency and promote shared learning. The evaluation system of the current program is highly robust and decentralized for the sake of addressing the multifaceted needs of its structure and mandate. Therefore, the project manager uses the findings of the evaluation process to make decisions that promote the mandate of the program (Gudda, 2011).
