The NFPA 1500 standards stipulates the minimum health program and occupational safety requirements for the fire departments and any other organization that handle fire outbreaks, provide rescue, emergency medical services, emergency services, and handling other hazardous materials. In particular, the standards address the protective clothing, equipments and apparatus, physical and medical requirements and overall health and fitness of the workers These minimum requirements ensure that the workers are fit to handle the emergency situation competently. They also ensure that he equipments are up to date, well maintained such that they cannot fail in the process of handling emergency. The safety of the both the workers and the potential victims in the event of an emergency are guaranteed through the minimum standards.
Does this then make the NFPA 1500 a law? No, the NFPA 1500 standards cannot be treated a law for the following reasons. First, standards are set by industries or any particular profession to regulate their operations by setting up the minimal operational performances and safety criteria. The standards are internally applied to that particular industry of profession and as such cannot be applicable to other industries of profession. For this reason, therefore, the NFPA 1500 cannot be law. Secondly, the process and procedures of coming up with laws are different from that of coming up with standards.
Critical mass is necessary in emergence operations as it focuses on a few people with professional knowledge and hence can perform optimally. On the other hands, critical yeast holds that a large number of people may be behind an ideal working in coordination to produce desired results. Butterfly effect in emergency is relevant in that a small change may have fatal results. At what point do critical mass, critical yeast, and utterly effect come relevant. Different emergency occurrence requires difference ways of handling. It is upon the emergency team to decide how such emergencies can be handled. Social changes may affect the way top-down approaches work. If the people are more empowered through institutional changes, there would be lesser occurrence of human caused disasters that require emergency response. For example, following the necessary safety procedures while building houses as the construction laws require as well as the public health standards, there would be minimized emergencies. In addition, in the event of emergencies, they would be easier to handle as the necessary infrastructural development are ensured. Knowledgeable public would also be easier to handle that an ignorant one. The question remains, what role social changes play in the bottom-up policy implementation.
