Abstract

This report critically examines the greening and sustainability development project of the United Arab Emirates. It reviews the question of how to achieve effectiveness and efficiency in the country’s sustainability plan. To this end, the study critiques literature and analyzes the submissions of respondents who have insight into the activities of the greening of the Emirates.
A total of 10 responds were asked questions in relation to economic interests, technology, government commitment and other stakeholder issues. The findings are analyzed through statistical averages and a line graph. It shows that the issue of powerful stakeholder influence for economic gains, poor government commitment and inadequate supervision technology are the main causes of poor efficiency and effectiveness. It is recommended that the government must review economic interest group lobbying in relation to the sustainability projects and also show more commitments and replace existing monitoring technology which is very weak.

Introduction

Sustainable development and green projects in the UAE have received a major encouragement with an injection of over $13 million from the Emirati government. Sustainable development and green development is part of the UAE’s strategic development targets. This paper examines the main structures and features of the Emirati sustainable and green management projects and systems. The study will examine how well the sustainable development projects of the government are affecting people and how it can be improved in order to achieve the best of results. Thus, this research will interview some members of the Emirati society in order to identify important trends and features of the projects and how effective and efficient they are in usage

Literature Review

Sustainable development is “the ability of physical development and environmental impacts to sustain long-term habitation on the planet Earth by human and other indigenous species in order to ensure environmental and economical safety and the efficient use of natural resources”. Therefore, the idea of sustainability is about drawing a balance between social, ecological and environmental demands and ends of the world.
The fundamental and most central barrier to sustainable development is the need to put certain demands and expectations like economic goals ahead of the need to protect the ecology and preserve social values. This is because sustainable development involves cutting down on the economic goal and the integration of other pointers like the environment and social factors. The essence of sustainable development is that it involves the presentation of a long-term improvement and enhancement of the society.
Another barrier to sustainable development and its achievement is the fact that there are powerful institutions and organizations whose goals and objectives may be affected by sustainable development. In other cases, the barrier is the lack of technology and the lack of proper structures to conduct research and improve continuously in green development plays a major role in the collapse and failure of sustainable development projects.
The Emirati government has shown that the integration of sustainable development practices and processes are central to their developmental plans and agendas. However, there are some significant barriers that stand in the way of the achievement of these sustainability targets and goals.
First of all, the natural terrain of the Emirates is hot and there are major problems with desertification and hostile weather conditions. Due to this, there are challenges with any kind of sustainable projects that the authorities will put in place and to deal with the challenges, there might be billions of dollars that must be spent to achieve optimal results in the greening and the integration of sustainable projects in some hostile areas.
There are also some cultural practices inherent in the UAE that makes it difficult for sustainable development and greening to be achieved. This includes many major activities including overgrazing and actions of some nomadic persons that stand in the way of the achievement of proper greening and sustainable development.
Finally, there is the lack of proper technology and technical insights to oversee sustainability projects. This implies that major aspects of sustainability cannot be checked nor monitored appropriately. This leads to results and processes that are somewhat limited in their ability to meet their goals and/or objectives.

In order to inquire into these issues in the United Arab Emirates and draw a conclusion on how to improve the effectiveness and efficiency of the existing greening and sustainability projects, there is the need to conduct a fieldwork on the matter. This will culminate in important findings and important trends that can be used to provide empirical results for improvement.

Methodology

There will be a survey that will be conducted with 10 respondents, with at least one respondent from one of the Emirates of the UAE. The respondents are chosen randomly from different backgrounds relating to the environmental affairs and matters. This is to provide an insight into the gaps that exist in the sustainability aspect of the development of the UAE. The details of the questions are presented in Appendix 1 below.

Results & Discussions

A total of 10 respondents were asked a total of ten questions each. The respondents are numbered from R1 to R10. Each of the questions in Appendix 1 below are formulated into corresponding numbers ranging from Q1 to Q10. The results of the findings are presented in Table 1 below. This is interpreted in the Likert Scale and for each of the questions, the least and the most significant answers that shows that the projects could be derailed are 1 (least likely), whilst an answer of 5 shows the most likely outcome of completing the project on time.
The results are further presented on a graph which shows the least significant and the areas of the lowest possibility of attainment of the proper greening and sustainable development of the UAE. They are presented in figure 1 below:

Figure 1 above shows that the respondents show an above-average chance (over 70%) of achieving all the requirements and needs of achieving greening and sustainability in the UAE by 2022. However it appears that questions 2, 3, 4 and 10 had less than satisfactory answers. This shows that there are issues with the achievement of sustainability in these areas.
Stakeholder interests are still being protected and these powerful institutional stakeholders are getting their way in the achievement of results and the protection of their economic gains (questions 2).
There are powerful lobbying and authorities that are standing in the way of the achievement of sustainability and these lobbies indicate that there will be less probabilities and possibilities of meeting sustainability goals in the UAE (question 3).
It appears that the government’s commitment to the achievement of UAE’s sustainability goals and objectives are in doubt as there are some lapses (question 4)
The technology that is used to supervise and monitor projects are said to be in question and they are failing to meet their uttermost ends (question 10)

Conclusion

It is apparent from this study that there are some powerful stakeholders who continue to pursue their economic interests at the expense of sustainability and the greening of the UAE. Also, the government has some gaps in their potentials and ability to meet all the goals of the greening projects. Finally, technology for supervision of the greening and sustainability project of the UAE seem to be limited in many ways.

Draft Strategy

In order to complete the sustainability activities and processes, there is the need for the UAE to conduct a stakeholder analysis in order to detect the issues and matters that are standing in the way of completing these projects. Economic interests of powerful stakeholders must be detected and they must be blocked with new decrees that will prevent them from being carried out. Secondly, the government will have to reshuffle its workers and authorities in charge of the sustainability project. This will include bringing on new and more senior staff members who will contribute to the proper and swift completion of the projects. Also, the technology for supervision must be reviewed and new and more efficient technology must be put in place of them.

Do you think the weather and environmental conditions make the greening or sustainability projects possible of meeting its objectives?
