Laws and standards that governs Electronic Health Record

The Right of Access and Health Information Technology of the HIPAA Privacy Rule states that any individual has the authority to assess and get a copy of his or her health documentation or protected health record, both paper-based or on an electronic environment. Based on this rule, an individual can request for a copy of their health data and receive the information on an acceptable span of time. Upon request, the hospitals or any clinical organization must advise the requesting individual of the status of the application within 30 day time frame. Also, it is also necessary that the clinical organizations have the power to verify the identification of the requesting party in writing or orally . Meanwhile, the Security Rule of the HIPAA covers and guarantees the protection of electronic health record and information. This rule dictates that the hospital and clinical organization must maintain the integrity, confidentiality and availability of health information to every patient while safeguarding it against any form disclosures. The Security does not only cover the health organization but also the staff, doctors and nurses that work within the organization. The clinical organization has the responsibility of informing its workforce about such rule and its implementation. The health organization is also accountable for updating its health documentation in case of organizational and environmental changes . On the other hand, as surrounded by the Privacy Rule of HIPAA, the Protected Health Information (PHI) covers only the recognizable health record and information of an individual preserved in any form excluding the employment and educational records.
These rules and standards are important to protect the privacy of every individual especially divulging this information to health care workers and health plans. This secrecy and privacy rule respects the autonomy of each individual and giving the patients the liberty to make any form of decision especially with regard to their health.

Roles and Responsibilities of Chief Information Officer (CIO) and Health Care Manager or Administrator

The role of the CIO is to analyze the readiness of the clinical organization on the adoption and implementation of the electronic health record system. He spearheads the implementation, ensuring that the necessary process in maintaining and facilitating the health records, its access and availability is in place. He also ensures that the deployment procedure for the electronic health record is sustainable, adheres to the HIPAA Privacy and Security Rule. In order to successfully implement an EHR system, the clinical organization must employ a CIO with proven experience and knowledge in various technology and platforms especially electronic health record system. The CIO is an experienced project manager with successfully implemented within his system, has expertise on applications, infrastructure and deployment procedures. He must have a good foundation on the hospital and clinical process as well as record maintenance .
On the other hand, a Health Care Administrator focuses on the in-and-out operation of the hospital function and system. He or she must have a compelling background in health care system as well in administration and supervision. He or she must have at least a Bachelor degree; however, having an advance degree with regard to management is an advantage.

Impact of EHR to the financial and billing side of health care management

Electronic health record helps lessen the required resource and time to manage and supervise manual charges. As a result, such system can produce more precise billing information that is accessible anytime. Furthermore, with such electronic system in place, there is no need to manually fill-out forms to prepare invoice and billing statements as pulling these information is just few clicks away.
