It is critical that organizational changes occur when an organization adopts a new program such as community policing because new methods of problem solving and communication must be employed in order for the transition to be successful. For example, with community policing management must be flexible to effectively address problems and introduce solutions. According to the U.S. Department of Justice (2007), “Community policing stresses the importance of the individuality of police officers and the patrol function of policing. Under the professional model, patrol officers were accorded a relatively low status, despite the scope of the functions they performed.” Patrol officers must also develop relationships with the community to ensure they are engaged. In addition, “the patrol officer is granted broad discretionary and decision making powers in order to determine, with the input of the community, what should be done in a given community and how it should be implemented” (Ontario Ministry of Children and Youth Services, n.d.).
If only a small group within an agency is responsible for the major aspects of a program such as community policing, it simply will not be successful. That is a result of all parties being interrelated. For instance, “Detectives, without the help of the public, are limited in the extent to which they can solve crimes. Community policing, as shown above, can be effectively used to foster relations with the community and as a means of increasing positive attitudes towards the police and perceptions of their legitimacy held amongst the public” (Ontario Ministry of Children and Youth Services, n.d.). Also, patrol officers must have support from their superiors in order to be effective and shift their mindset from community policing as a form of social work to realizing they are legitimately contributing to solving crimes.
