The existence of a high correlation between entrepreneurship and regional employment growth in the long term cannot be ignored. It is acknowledged that entrepreneurship may prove to be a more suitable strategy for economic development than alternatives, such as industrial recruitment since entrepreneurs mostly tend to locate within their home region. Policies and Research pegged on fostering entrepreneurship are stagnated, however, by the absence of a specific measure and definition of entrepreneurship. Numerous definitions of entrepreneurship, usually flawed, result in conflicting findings that stimulate policy maker confusion. Of most importance, the normally employed measures of entrepreneurship tend to ignore innovation that is a well-established attribute that defines entrepreneurship for economic development. This is problematic since only a small part of new businesses are arguably innovative. Trustworthy measures related to entrepreneurship must be created to facilitate better economic development research in addition to increasingly efficient economic development strategies. In this dissertation proposal, I create a definition coupled up with regional entrepreneurship measure aimed at aiding entrepreneurship research in addition to assisting economic development policy. Besides addressing the definition and measurement of entrepreneurship, I additionally hypothesize a comprehensive meaning of entrepreneurship, and create a way of measuring entrepreneurship that factors into consideration the innovation attribute. In addition, I test the correlation existing between the new entrepreneurship measures and economic growth, and equally guesstimate the factors and variables of entrepreneurship through the new measures. The measure I have developed is not only unique but also differs from the other available measures that have been presented with a view of tackling the very dilemma, this is because it factors into consideration the measurement of the most innovative entrepreneurs as variables that cannot be excluded from consideration. Chapter 1 stimulates the need for a unique and totally different regional measure concerning entrepreneurship. Chapter 2 proceeds to present a three-part explanation of entrepreneurship, established in the works of early scholars on the subject matter such as Knight, say and Schumpeter. Chapter three indulges in the review of contemporary measures regarding entrepreneurship and additionally provides a comparison between the very measures and those present within the multifaceted definition regarding entrepreneurship. The same chapter proceeds to create an annually based country-level indicator that includes innovation-a usually disregarded aspect of entrepreneurship. The absence of a well-established definition and measurement of entrepreneurship stalls the research behind entrepreneurial support policies since Contradictions among policy makers results from definitions that are contradictory or incomplete. In spite of problems related to measurement, entrepreneurial support programs continue to be popular and development strategies. Because entrepreneurs usually locate within their home region, entrepreneurial support can prove to be a comparatively effective economic development strategy if and when compared to prominent strategies like industrial recruitment. Deep and expanded economic development research flanked by highly effective development strategies need more dependable measures of entrepreneurship. Chapter 4 presents contemporary indicators of entrepreneurship that embraces all the components surrounding the proposed definition. The exploration of innovative industries, patents, employment growth and technology, using detailed and acknowledged industrial classification systems represents a significant contribution of this dissertation.
