Numerous definitions of entrepreneurship, usually flawed, result in conflicting findings that stimulate policy maker confusion. Of most importance, the normally employed measures of entrepreneurship tend to ignore innovation that is a well-established attribute that defines entrepreneurship for economic development. This is problematic since only a small part of new businesses are arguably innovative. The same chapter proceeds to create an annually based country-level indicator that includes innovation-a usually disregarded aspect of entrepreneurship. The absence of a well-established definition and measurement of entrepreneurship stalls the research behind entrepreneurial support policies since Contradictions among policy makers results from definitions that are contradictory or incomplete. In spite of problems related to measurement, entrepreneurial support programs continue to be popular and development strategies. Because entrepreneurs usually locate within their home region, entrepreneurial support can prove to be a comparatively effective economic development strategy if and when compared to prominent strategies like industrial recruitment.
