INTRODUCTION
The inequality in conditions brought about by variance in climates, numbers of natural disasters, supporting infrastructures and technologies can create an uneven playing field for farmers and agricultural producers in various parts of the world. This inequality is exacerbated when a state extends more assistance to its own producers than those normally extended by other states.
