Essentially, Phil Lopez introduced this bill in 2009, and it was based on or informed by the evidently poor nurse to patient ratios witnessed in most hospitals and health facilities across the United States. Specifically, the HB 2186 bill seeks to establish a system that will promote safe staffing ratios, complete ratios to advocate on behalf of patients, and comprehensive whistle-blower safety and protection for nurses. It was part of an elaborate strategy to introduce and ratify mandatory nursing ratios in most states.
Indeed, there is no doubt that this bill has numerous financial effects both to individuals and to organizations. Through this bill, health facilities are currently under immense pressures to control medical costs while at the same time enhancing patient health outcomes. To the individual, this bill will increase the number of nurses or health care personnel available in hospitals, and this will have a direct correlation to patient outcomes. Ideally, with improved care, patients will end up spending fewer days in hospitals, and this will have the financial effect of decreasing or lowering their medical bills. Further, increased patient-nurse ratios will enable nurses to get adequate rest, thereby increasing their productivity, which might have positive financial effects on hospitals’ overheads.
On the other hand, this bill burdens organizations in the sense that it obliges them to employ specific number of nurses. Essentially, most hospitals will be forced to increase the number of nurses at their facilities, and this will definitely increase their operating expenses. Meeting the set patient-nurse ratios will be an expensive venture for most medical facilities in Arizona. Fundamentally, this bill will increase operating costs in most medical facilities.
