It is evident that the history of the Blacks rendered them vulnerable in all the early civilized nations by them being salves, sold, and treated as property. In the drafting of the original constitution, and the declaration of the American independence, it is clear that there was no intent, even by implication to make the Negros at that time and their descendants there after citizens of the country.
