When dealing with fluid mechanics, there is a temporary assumption that there are no applied forces. Such force is gravity and that there is no pressure such as a fluid of non-interacting dust particles. The viscous force is also assumed negligible. When the forces are applied to the momentum, there is a realization that the forces change the momentum especially basing on the second law of motion.

The actual and theoretical values differ slightly due to factors such as the condition of the laboratory that is not perfect. Also, human error can contribute to the differences.
